BEFORE SUBMITTING YOUR APPLICATION:
Once you press SUBMIT, you will not be able to view/amend any uploaded documents. Please be sure that the uploaded certificates you have supplied are:
- Satisfactory
- The correct property address
- Signed
- Within date (not expired)
If you obtain more documents after submitting the application, you can email them to propertylicensing@oxford.gov.uk and our team will upload the documents to the application.
If you have added TWO people as ONE interested party (e.g. “Jane and John Smith”) this will cause delays to your application as all interested parties MUST be listed separately. It is possible to add more than one freeholder/leaseholder etc. to your application.
Please note that the stage two payment will be taken automatically using the card details provided. The stage two fee will be taken once the application has been reviewed by an officer, you will receive confirmation when the fee has been taken and the draft licence has been issued.
To be considered for the standard fee, you must provide evidence with the original application that the property only became licensable within the past 12 weeks OR that the property came under your ownership within the past 12 weeks. Please provide signed tenancy agreements / proof of ownership showing that the tenancy / ownership began within 12 weeks of the application date to not be charged the higher fee.
If you are an accredited landlord, you will only be considered for the accreditation discount if you provide the following with the original application:
- Evidence that the property only became licensable within the past 12 weeks: signed tenancy agreements / proof of ownership showing that the tenancy / ownership began within 12 weeks of the application date
- All required safety certificates (meeting the criteria above)
- Valid accreditation certificate (note: module completion certificates are not the same as landlord accreditation certificates)

Please note that applications that are not submitted within 30 days of the date created will be deleted.
Note that this application portal is for Selective Licence applications only. If you would like to make an HMO application, you cannot do so on this portal. Please contact hmoapplication@oxford.gov.uk for more information.
Your application will be considered duly made when the following criteria are met:
- The stage one fee has been paid
- The application has been signed by the Licence Holder (this can be done when submitting the application if the Licence Holder is the applicant, or can be done via Second Declaration which will be sent to the Licence Holder if they are not the applicant).
